Creates the Rural Health Transformation Fund in the state treasury to receive federal moneys from the Centers for Medicare and Medicaid Services under Section 71401 of Public Law 119-21

State Finance Council administers the fund, reviews all grant applications, confirms permissible use of funds for required health-related activities, and approves funding amounts

Appropriates unlimited amounts from the fund for fiscal years ending June 30, 2026 and June 30, 2027 to eight state agencies: State Finance Council, Department of Commerce, Department of Health and Environment, Department for Aging and Disability Services, Department for Children and Families, Department of Education, Department of Corrections, and Department of Transportation

Kansas Rural Health Innovation Alliance reviews grant applications from partners, stakeholders, and subawardees before submission to the State Finance Council for approval

Unexpended or unobligated funds must be returned to the U.S. Treasury on October 1, 2032, at which point the fund is abolished and remaining liabilities transfer to the state general fund
