Adds new requirement for anyone delivering an advance voting ballot on behalf of another voter to include their driver's license or nondriver's identification card number on the required written statement

Retains existing requirements that ballot deliverers must be qualified electors, cannot have influenced the voter's decision, and cannot deliver more than 10 ballots per election

Candidates for office remain prohibited from delivering advance ballots except for immediate family members

Violations of delivery requirements or candidate restrictions constitute a severity level 9 nonperson felony; exceeding the 10-ballot limit is a class B misdemeanor

Amends K.S.A. 2025 Supp. 25-2437; takes effect upon publication in the statute book
