Reclassifies all DUI offenses (K.S.A. 8-1567) and commercial vehicle DUI offenses (K.S.A. 8-2,144) from "nonperson" crimes to "person" crimes under Kansas law

First and second DUI convictions remain misdemeanors with existing penalties ($750-$1,750 fines, 48 hours to one year imprisonment), but now carry the "person crime" designation

Third and subsequent DUI convictions classified as severity level 6 person felonies, which affects criminal history scoring for future sentencing under Kansas sentencing guidelines

Amends K.S.A. 8-2,144 (commercial motor vehicle DUI with 0.04 BAC threshold) and K.S.A. 2025 Supp. 8-1567 (standard DUI with 0.08 BAC threshold) to change the crime classification

Takes effect upon publication in the Kansas statute book
