Repeals the Kansas mail ballot election act (K.S.A. 25-431 through 25-440), eliminating the option for county election officers to conduct certain elections entirely by mail

Removes references to mail ballot elections from over 20 Kansas statutes governing various types of elections, including bond elections, annexation votes, sales tax propositions, and special district elections

Amends K.S.A. 25-1122 to specify that county election officers shall not mail ballots to voters unless the voter has submitted an advance voting ballot application or has permanent advance voting status

Modifies election procedures for county extension councils, rural water districts, irrigation districts, and other special districts by removing mail ballot election options while preserving in-person and advance voting procedures

Takes effect upon publication in the statute book
