Authorizes Kansas technical colleges and community colleges to affiliate with state universities, municipal universities (like Washburn), or accredited independent institutions through agreements approved by both governing bodies

Upon affiliation of a community college, eliminates local property tax levies for that institution and shifts funding responsibility to the state, while allowing the college to retain eligibility for existing state funding formulas

Transfers governance powers from affiliated technical college or community college boards to the affiliating university, with former boards becoming industry advisory boards that review workforce alignment of programs

Exempts students in career technical education programs at affiliated institutions from standard university admission requirements (K.S.A. 76-717), though transfer to bachelor's or higher degree programs would require meeting those criteria

Prohibits the Board of Regents from creating or implementing service areas for any higher education institution, declaring existing service area policies null and void effective July 1, 2026
