Requires the city of Eudora and Eudora township to adopt a joint resolution providing for the election of Eudora community library district board members by qualified electors, replacing the current appointment system

Board member elections must be held in odd-numbered years, with terms not exceeding four years and the option for staggered initial terms

Vacancies on the five-member board will be filled by appointment for the remainder of the unexpired term

Current board members appointed by the Eudora township library board will continue serving until their terms expire and successors are elected under the new system

Amends K.S.A. 12-1295, 12-1296, and 12-1298; takes effect upon publication in the statute book
