All individual and group health insurance policies, medical service plans, hospital service corporations, fraternal benefit societies, and HMOs in Kansas must cover diagnosis and treatment of PANS and PANDAS for policies delivered, issued, amended, or renewed on or after January 1, 2027.

The Kansas State Employees Health Care Commission must provide PANS/PANDAS coverage during the 2027 plan year (January 1 - December 31, 2027) and submit a report to legislative leadership by March 1, 2027.

The required report must include data on coverage utilization, costs of providing PANS/PANDAS coverage, program impact, and a recommendation on whether the mandate should continue or if additional data is needed.

PANS is defined as pediatric acute-onset neuropsychiatric syndrome; PANDAS is defined as pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections.

The bill amends K.S.A. 40-2,103, 40-19c09, and 75-6525 to incorporate the new coverage requirements and takes effect upon publication in the statute book.
