Enacts the Interstate Compact for the Placement of Children (ICPC) to establish uniform procedures for placing children across state lines for foster care or adoption, requiring receiving state approval before any placement occurs

Creates the Interstate Commission for the Placement of Children, a joint governmental body with one commissioner per member state that can promulgate binding rules, collect standardized data, and enforce compliance among member states

Requires the sending state to retain legal jurisdiction and financial responsibility for children placed interstate, including ongoing support and maintenance during the placement period

Authorizes the governor to designate a compact administrator who can enter supplementary agreements with other states and make payments to discharge financial obligations under the compact

Establishes that failure to comply with compact provisions by any professional providing adoption placement services constitutes a class C misdemeanor; repeals existing statutes K.S.A. 38-1201 through 38-1206
