Authorizes the Kansas Department of Wildlife and Parks to adopt permanent administrative rules and regulations concerning fees, registrations, and other charges as specified in K.A.R. 115-2-2 and 115-2-3.

Beginning in fiscal year 2027, the Secretary of Wildlife and Parks may increase or decrease motor vehicle fees and camping, utility, or related fees, subject to approval by the Kansas Wildlife and Parks Commission.

Fee increases are capped at the prior year's amount plus the average percentage increase in the Consumer Price Index for all urban consumers in the midwest region over the three preceding fiscal years, rounded to the nearest whole dollar.

The secretary must prepare a written statement specifying the designated fee, the factors for the decision, and the effective date, which must be posted on the department's website before the new fee takes effect.
