Establishes a 16-member Kansas International Trade Commission to promote business and trade between Kansas and other countries, with particular focus on Ireland, Japan, and Taiwan

Commission membership includes legislative leaders, 6 appointed legislators, 7 members from postsecondary institutions/business associations/trade organizations, and the Secretary of Commerce or designee

Legislative members serve 2-year terms; non-legislative members serve 3-year terms; commission must meet at least quarterly in Topeka with meetings open to the public

Creates the Kansas International Trade Commission Fund to receive private donations, gifts, grants, and bequests; expenditures require majority commission vote

Commission must submit annual reports to the governor and legislature by February 1 detailing findings, activities, and recommendations, with the Secretary of Commerce providing quarterly updates on Kansas international trade activity
