Expands the definition of "gross receipts" for municipal telecommunications franchise fees to include broadband internet access services revenues from providers that do not hold a state-issued video service authorization under K.S.A. 12-2023

Adds a new statutory definition of "broadband internet access services" as mass-market retail service providing capability to transmit and receive data to/from substantially all internet endpoints, excluding dial-up services

Explicitly excludes broadband internet access services revenues from holders (or affiliates of holders) of state-issued video service authorizations from the gross receipts calculation

Increases the maximum access line fee that cities may charge telecommunications providers from $2.00 to $2.75 per month per access line, removing the previous phased-in schedule that capped fees at $2.25 (2006), $2.50 (2009), and $2.75 (2012)

Amends K.S.A. 12-2001 and takes effect upon publication in the statute book
