Authorizes the Secretary of Corrections to enter into contracts for producing manufactured or modular homes under K.S.A. 75-5275(c), creating an exception to the general prohibition on prison home-building programs that compete with private manufacturers and dealers

Requires the Secretary to charge regional average commercial rates for rent on square footage used for such projects and regional average wages for labor at the appropriate skill level, with no allowance for reduced training wages

Maintains the existing exemption for the vocational building program, which produces individual freestanding buildings not exceeding 1,000 square feet for state agency use

Amends K.S.A. 75-5275a and takes effect upon publication in the Kansas Register
