Establishes paid family leave benefits beginning July 1, 2027 for bonding with a new child, caring for a family member with a serious health condition, recovering from one's own serious health condition, or military family needs

Provides weekly benefits at 67% of average weekly wage, with a maximum of $1,000 per week and minimum of $100, for up to 12 weeks within a 52-week period

Requires a 7-day waiting period before benefits begin (waived for birth/placement of a child), with premiums collected through payroll deductions beginning January 1, 2027

Covers employees who worked 26 weeks at 20+ hours/week or 175 days at less than 20 hours/week in the prior 12 months; self-employed individuals may elect coverage for a minimum 3-year period

Guarantees job restoration and continuation of healthcare benefits during leave, prohibits employer retaliation, and creates the Family and Medical Leave Insurance Fund administered by the Kansas Department of Labor
