Amends K.S.A. 8-2,128 to expand the definition of "conviction" for commercial driver's license purposes to include determinations from administrative proceedings, not just courts of original jurisdiction

Removes the requirement that a conviction must occur in "a court of original jurisdiction and" an administrative proceeding, allowing either venue to establish a conviction

Updates terminology throughout the statute, replacing "which" with "that" and "to which" with "where" for grammatical consistency

Changes the effective date provision so the act takes effect upon publication in the Kansas Register rather than the statute book
