Designates the Great Plains Transportation Museum in Wichita as the official site of the Kansas Railroad Hall of Fame to celebrate the state's railroad heritage

Establishes a 7-member Kansas Railroad Hall of Fame Selection Committee composed of the museum's executive director, the state historical society's executive director, two museum board members, one railroad industry representative, and two public representatives with railroad employment experience

Requires the committee to select two individuals annually for induction who worked in Kansas railroads, railroad manufacturing, or otherwise contributed significantly to rail service or heritage preservation in the state

Authorizes the committee to accept gifts, grants, and donations; establish a website; create indoor and outdoor displays; and charge fees for annual induction ceremonies

Committee members serve without compensation but may receive expense reimbursement, with appointed members serving 2-4 year terms and limited to two consecutive terms
