Board of county commissioners may disorganize a fire district at any time upon motion if the district has no remaining territory due to land exclusions, without the standard 4-year waiting period

Existing law requires a petition and 4-year wait after initial organization before a fire district can be disorganized; new provision creates an exception for empty districts

Territory alterations (inclusion or exclusion of lands) require a petition signed by owners of at least 10% of the affected land area

Protest petitions signed by owners of more than 19% of affected land area can block proposed boundary changes if filed within 30 days of publication

Amends K.S.A. 19-3604; takes effect upon publication in the statute book
