Rural water districts must award purchases or contracts exceeding $25,000 for construction, installation, or replacement of facilities, water lines, pump stations, or buildings through a public letting process to the lowest and best bid

Districts must publish notice of the letting at least 20 days in advance in a county newspaper of general circulation, or post notices in at least three conspicuous places if no such newspaper exists

Awarded contractors must provide a surety bond approved by the district's attorney, in the full amount of the contract, from a surety company authorized in Kansas

Exemptions apply to professional services, insurance contract purchases, and emergency repairs or replacements when the district board declares a public health or safety emergency

Takes effect upon publication in the statute book and supplements existing rural water district law under K.S.A. 82a-612
