Authorizes the Kansas Department of Transportation to plan, construct, and maintain a statewide fiber optic conduit system for broadband transmission within state highway rights-of-way

Establishes the Kansas Broadband Revolving Fund in the state treasury to receive fees, legislative appropriations, federal funds, and transfers from the state highway fund for system costs

Requires the secretary to set fees sufficient to recover actual incremental costs and establish policies for prioritizing available space within the system

Entities are not required to use KDOT's system and may obtain separate highway use permits to install their own infrastructure; only system users pay associated fees

Mandates annual reports to the governor and legislative committees by the 10th day of each session detailing construction progress, costs, participating entities, denied applications, and five-year project plans
