Requires each school district to adopt a school management plan for every school that defines minor and major behavioral infractions and establishes a tiered system of consequences and interventions

Mandates documentation and reporting procedures for student behavioral infractions, including parent notification and recording in student files

Requires annual distribution of teacher rights to all teachers, parents, and posting in school buildings and on district websites, with school management plans communicated to students during the first week of school
