Expands pharmacist scope of practice to allow independent initiation of therapy for minor, self-limiting conditions that do not require new diagnoses, including influenza, strep throat, and urinary tract infections under statewide protocols

Authorizes pharmacists to dispense a one-time emergency 90-day supply of noncontrolled prescription drugs when no refills remain and continuation of therapy is necessary to prevent interruption of care

Requires pharmacists who independently initiate therapy to maintain professional liability insurance ($500,000 per claim/$1,500,000 annual aggregate) and participate in the healthcare stabilization fund, effective January 1, 2028

Establishes that the collaborative drug therapy management advisory committee will adopt statewide protocols specifying medications, pharmacist training requirements, documentation standards, and patient notification procedures

Designates these amendments as the "pharmacist practice authority act" and takes effect upon publication in the Kansas Register
