Prohibits federal law enforcement officers from conducting immigration enforcement actions — including apprehensions, arrests, interviews, ID requests, searches, or surveillance — in or focused on hospitals, schools, or places of worship in Kansas

Defines "federal law enforcement officer" to include officers or agents of the Department of Homeland Security, ICE, Customs and Border Protection, and any individual designated to perform immigration enforcement under a federal agreement

Requires all law enforcement officers (state, federal, and out-of-state) operating in Kansas to be reasonably identifiable by clearly displayed name or identifying information on their uniform and prohibits them from wearing facial coverings such as balaclavas, tactical masks, ski masks, or similar items while interacting with the public

Exempts officers from the facial covering ban when performing duties as undercover operatives during active operations or when wearing protective gear as SWAT team members necessary for their safety

Excludes translucent face shields, medical/surgical masks for disease prevention, respirators or breathing apparatus for hazardous conditions, motorcycle helmets for vehicle operation, and protective eyewear against lasers from the definition of prohibited facial coverings
