Adds a new category to Kansas's unlawful sexual relations statute (K.S.A. 21-5512) covering persons in a "position of trust or authority" who use that position to engage in sexual conduct with someone 16 years of age or older

Defines "person in a position of trust or authority" to include clergy members, youth group leaders, coaches/trainers not already covered as teachers, counselors, mentors, and anyone who has assumed responsibility for a child's guidance or spiritual development

Requires proof that the offender used, abused, or exploited the position of trust to obtain access to the victim, cause submission to sexual conduct, or maintain secrecy and control

Classifies violations under the new provision as a severity level 5 person felony, consistent with most other categories of unlawful sexual relations

Amends K.S.A. 21-5512 and takes effect upon publication in the statute book
