Minimum bail increased from $50,000 to $100,000 for manufacturing controlled substances, possessing drug precursors with intent to manufacture, distributing precursor chemicals, criminal street gang members charged with person felonies, and racketeering offenses

Eliminates previous exceptions that allowed courts to reduce bail based on likelihood of reoffending, pretrial supervision, or agreement to participate in drug treatment programs

Requires magistrates to hold an evidentiary hearing and find by preponderance of evidence that the defendant is not a public safety risk and not a flight risk before reducing bail

Creates a legal presumption at evidentiary hearings that defendants are both public safety risks and flight risks

Any downward bail modification must be conditioned on placement in a house arrest program under K.S.A. 21-6609
