Requires agents acting on behalf of foreign principals from designated "countries of concern" (China, Cuba, Iran, North Korea, Russia, Venezuela) to register with the Kansas Governmental Ethics Commission and disclose their activities, finances, and relationships

Defines "foreign principal" to include governments, political parties, nonresident aliens, and organizations from countries of concern, as well as Kansas entities at least 20% owned by such foreign interests

Mandates registration for "foreign-supported political organizations" that have received money or value from foreign principals within the past five years and engage in political activity such as lobbying or election advocacy

Registration statements must include detailed financial disclosures of payments received and expenditures made within the preceding 60 days (for agents) or 12 months (for organizations), with quarterly updates required

Authorizes civil penalties of up to $5,000 for a first violation, $10,000 for a second, and $15,000 for third and subsequent violations; explicitly excludes Taiwan from the definition of "country of concern"
