Enacts the Esthetics Licensure Compact allowing licensed estheticians to practice across all member states through a single multistate license issued by their home state

Establishes the Esthetics Licensure Compact Commission, a joint government agency composed of one delegate from each member state's licensing authority, with power to adopt rules, collect fees, and maintain a data system for licensee information

Requires member states to license and regulate estheticians, implement complaint investigation mechanisms, mandate competency examinations and educational requirements, and share adverse action and investigative information through the compact's data system

Compact becomes effective when enacted by seven states; active duty military members and spouses may retain their home state designation during service periods

Provides enforcement mechanisms including default procedures, dispute resolution through mediation or binding arbitration, and allows states to withdraw with 180 days' notice after enacting repealing legislation
