Establishes the "Born to Invest Act" requiring the state registrar of vital statistics to share birth data (child's name, parent/guardian name and address, birth date) with the state treasurer for children born in Kansas.

State treasurer will distribute informational materials to families about three types of government-administered savings accounts: Trump accounts (IRC Section 530A) for children born on or after January 1, 2025, 529 postsecondary education savings plans, and ABLE savings accounts for individuals with disabilities.

By September 1, 2026, vital statistics must provide data for all currently eligible children born before July 1, 2026; for births on or after July 1, 2026, data must be transmitted within 90 days of birth certificate issuance.

State treasurer must maintain and publicize information about these savings accounts on the treasurer's website and through financial literacy educational training programs.

Secretary of health and environment and state treasurer may enter interagency agreements addressing procedures, confidentiality, data transfers, and cost reimbursements; confidential records remain protected except as permitted by law.
