Kansas Legislature applies to Congress under Article V of the U.S. Constitution to call a limited national convention for the exclusive purpose of proposing a constitutional amendment establishing term limits for U.S. House and Senate members

Convention requires applications from two-thirds of state legislatures (34 states) to be called, and any proposed amendment must be ratified by 38 states (75%) to take effect

Kansas delegates to the convention must be currently elected state or local officials, or selected by election in each congressional district; all current or former federal officeholders are prohibited from serving as delegates

Resolution cites concerns that Congress has become dependent on special interests rather than the people, with long-serving members accumulating disproportionate power through fundraising advantages

Secretary of State directed to send copies to the President, Vice President, congressional leadership, all Kansas congressional members, and presiding officers of every state legislature
