Proposes amending the Kansas Constitution to allow citizens to propose and enact constitutional amendments through petition signatures from at least 10% of voters from the last gubernatorial election, and to propose laws with at least 5% of such voters

Requires initiative petitions to be filed with the Secretary of State at least 120 days before an election and within 360 days of petition approval, with all initiative elections held during regular general elections in even-numbered years

Limits initiatives to one subject each, caps constitutional amendment initiatives at five per election, and requires draft petitions to be reviewed and approved by both the Secretary of State and Attorney General before signature collection

Approved initiatives would take effect 30 days after passage by majority vote, with conflicting measures resolved by the one receiving the most votes

Requires two-thirds approval from both legislative chambers to place the amendment on the November 2026 general election ballot for voter approval
