Establishes 23 standing committees for the Kansas House of Representatives for 2025-2026, including Appropriations (23 members), Taxation (23 members), Federal and State Affairs (23 members), and 7 budget subcommittees of the Appropriations Committee

Sets daily session procedures including 2:00 p.m. start on the first day of each session, roll call followed by prayer and pledge of allegiance, and prohibits meetings before 8:00 a.m.

Allows infants or children being breastfed by legislator mothers on the House floor, along with children and grandchildren of members if they do not disrupt proceedings

Requires 70 affirmative votes to withdraw a bill from committee after 10 legislative days, change bill sequence on General Orders, or move adversely reported bills to General Orders

Creates a Legislative Modernization Committee (17 members) to study House rules and recommend improvements to increase transparency and utilize technology
