Kansas House Resolution opposing any federal legislation, executive order, or policy that would preempt, freeze, or restrict states from enacting and enforcing their own AI regulations

Asserts state authority to regulate AI in areas including election administration, court operations, public safety and policing, professional licensing, employment, housing, healthcare, consumer protection, data center land use, and children's privacy

Rejects federal preemption proposals that lack criminal law exemptions for states, offer no meaningful federal protections to replace state authority, use ambiguous definitions, or condition federal funding (including BEAD broadband funds) on states abandoning AI regulations

Affirms Kansas's constitutional authority under the Tenth Amendment to regulate AI within its borders and protect citizens from AI-related harms

Directs the Secretary of State to send copies to the Kansas congressional delegation, the President, congressional leadership, relevant committee chairs, all state governors and legislative leaders, and national media outlets
