KS SB104

Changes the creation of citizens commissions on local government from mandatory ("shall") to discretionary ("may") for counties with populations between 170,000 and 200,000

Applies specifically to Shawnee County, which falls within this population range

Commission membership includes county commissioners, city governing bodies, township trustees, school board chairs, public utility board chairs, drainage district board chairs, mayors of second and third class cities, and 18 appointed citizen residents

Appointed citizen members must be county residents and cannot be officers or employees of the county, cities, school districts, townships, public utilities, or drainage districts

Amends K.S.A. 19-2670 and takes effect upon publication in the statute book
