Requires the governor to fill vacancies in U.S. Senator, State Treasurer, and Commissioner of Insurance positions by selecting from three candidates nominated by the legislature, rather than making an independent appointment.

Establishes a 12-member Joint Committee on Vacancy Appointments, with members from both chambers representing each congressional district, to review candidates and hold public hearings within 30 calendar days of a vacancy.

Mandates that appointees must be Kansas residents registered with the same political party as the previous officeholder for the preceding six years.

Governor must appoint one of the three recommended candidates within three calendar days of receiving the legislature's concurrent resolution or committee report.

Vacancies in U.S. Senate seats are filled by election at the next congressional election, unless the vacancy occurs on or after May 1 of an even-numbered year, in which case the election is delayed two years.
