Prohibits all fines, fees, costs, court expenses, reimbursements, and other financial obligations from being ordered or assessed against juveniles or their parents, guardians, or custodians in juvenile justice cases, with the exception of restitution owed to victims

Effective July 1, 2025, discharges all outstanding court-ordered financial obligations previously assessed in juvenile justice cases and requires immediate release of any juvenile, parent, or guardian currently incarcerated solely for nonpayment

Eliminates juvenile detention based on nonpayment of fines, fees, costs, or restitution, and prohibits denial of participation in immediate intervention programs or expungement petitions due to unpaid financial obligations

Removes requirements for parents to pay child support when juveniles are placed outside the home, pay for house arrest programs, pay for court-appointed attorney fees, or reimburse counties for care and custody expenses

Amends over 25 Kansas statutes to remove or prohibit fee assessments including booking fees, library fees, forensic laboratory fees, DNA database fees, drug/alcohol evaluation fees, counseling costs, and supervision costs in juvenile cases
