Expands property tax exemption for Strother Field Airport Commission from only property owned prior to January 1, 1992 to all property depicted on the airport's federally approved airport layout plan

Exempts property used for aviation-related purposes, promoting aviation commerce, or providing revenue to operate Strother Field components and activities

Applies to both the airport commission and the political subdivisions comprising the commission

Cancels all property taxes, penalties, and interest imposed on described properties for taxable years prior to January 1, 1992, but does not refund amounts already paid

Amends K.S.A. 79-201r and takes effect upon publication in the statute book
