Prohibits drivers from physically holding electronic devices, texting, making calls, watching videos, or recording/broadcasting video while operating a motor vehicle on Kansas highways or public roads

Allows hands-free and voice-operated device use for noncommercial vehicles, with exemptions for law enforcement, emergency personnel, emergency reporting, navigation, audio playback, and lawfully stopped vehicles

School bus operators face stricter restrictions and cannot use electronic devices or two-way radios while the bus is in motion (except for communication with school/safety officials) or while loading/unloading passengers

Establishes escalating fines: $150 for first offense, $250 for second offense within two years, $500 for third and subsequent offenses; violations in school zones or construction zones carry automatic $500 fine

Creates enhanced criminal penalties when device use causes property damage over $5,000 (class B misdemeanor), great bodily harm (class A misdemeanor), or death (severity level 6 felony); warning-only period applies until January 1, 2026
