Exempts licensed veterinarians operating animal shelters or boarding/training kennels from their veterinary premises from obtaining separate licenses under the Kansas Pet Animal Act

Requires licensees ceasing operations to notify the commissioner at least 10 days in advance and undergo a closing inspection before license expiration; changes temporary closing permit eligibility date from July 1 to September 30

Extends inspection record retention from 3 years to at least 5 years and requires the commissioner to develop training for inspectors on best management practices, disease prevention, biosecurity, and identification of animal neglect and cruelty

Removes the restriction limiting USDA-licensed animal breeders and distributors to only federal regulations, allowing Kansas to apply state standards for animal care, disease prevention, and veterinary medical practices

Requires owners of seized animals to post a cash or security bond within 10 days to prevent sale, placement, or euthanasia; failure to post bond results in automatic transfer of animals to the commissioner with no court extensions permitted
