If the legislature does not amend, lapse, or eliminate existing appropriations by July 1 of any year, the previous fiscal year's appropriations automatically continue into the new fiscal year and subsequent years until changed by the legislature.

Temporary reallocations to accounts or funds other than the state general fund are limited to $400,000,000, while reallocations to the state general fund are capped at 9% of total authorized expenditures (with an additional 3% allowed for periods not exceeding 30 days).

The secretary of administration may lapse continuing appropriations that have accomplished their purpose, and may reduce state program participation proportionally when federal funding is reduced or terminated.

Excess federal matching funds cannot be expended without state finance council approval, and the secretary must prioritize reallocating from the budget stabilization fund before other accounts.

Section 1 of the act is set to be repealed on July 1, 2030, establishing a five-year sunset provision for these budget continuity provisions.
