Amends K.S.A. 58-25,111 to prohibit mobile home park landlords from restricting tenants' choice of or access to communications, broadband, telecommunications, and cable television service providers

Landlords may only impose service-related rental conditions if reasonably necessary to protect the health, safety, or welfare of tenants in the park

Any landlord-imposed charges for goods or services cannot exceed the actual cost incurred in providing them to the tenant

Landlords retain authority to impose reasonable requirements for standardizing utility connection and hookup methods

Takes effect upon publication in the Kansas statute book
