Expands the definition of "athletic training" to explicitly include sports participation, exercise, fitness training, strength and conditioning, recreational physical activities, and competitive athletics, along with wellness promotion, risk management, and healthcare administration functions.

Creates a licensure exemption for out-of-state athletic trainers who accompany athletic teams or organizations traveling to Kansas, provided they hold a valid license from another state, DC, territory, or foreign country and limit their services to members of their traveling team.

Updates educational requirements for licensure from a baccalaureate degree with a major in athletic training to graduation from an accredited athletic training education program at an accredited college or university.

Amends K.S.A. 65-6902, 65-6906, and 65-6907 governing athletic trainer licensure under the State Board of Healing Arts.
