Restructures the seven-member Kansas Wildlife and Parks Commission by changing appointment authorities: the governor appoints four members representing specific fish and wildlife administration regions, while the speaker of the house, president of the senate, and attorney general each appoint one at-large member

Sets term lengths at four years for governor-appointed members and two years for members appointed by the attorney general, speaker, and senate president, with the latter two serving at the will of their appointing authorities

Prohibits appointment of anyone who is or has been within five years a controlled shooting area licensee, employee of such licensee, or hunting outfitter/guide, and limits each fish and wildlife administration region to no more than two members

Authorizes the commission to direct the secretary by majority vote to report on or develop any proposed rule and regulation, and allows commission members to submit potential rules and regulations for consideration

Requires the commission to approve, modify and approve, or reject all proposed rules and regulations (except personnel matters), with the secretary then adopting those approved
