Removes the outdated reference to 2008 federal poverty guidelines and eliminates the phased-in income thresholds (225% for 2009, 250% for 2010+), simplifying eligibility to 250% of current federal poverty income guidelines for children ages 0-19

Eliminates the 8-month waiting period previously required for families over 200% of poverty who had prior private insurance coverage

Requires the sliding-fee scale for premium contributions to be charged per child rather than per family

Adds coverage for pregnant Kansas children (minors who are pregnant), contingent on the secretary requesting and receiving verification of pregnancy

Allows families with delinquent premiums to regain eligibility at renewal time by paying all owed premiums, rather than only during the continuous eligibility period
