Prohibits drug manufacturers, wholesalers, third-party logistics providers, and repackagers from denying, restricting, or limiting the acquisition or delivery of 340B drugs to covered entities or their authorized locations

Bars manufacturers from requiring covered entities to submit health information, claims data, utilization data, or purchasing data as a condition of receiving 340B drugs, unless voluntarily provided or required by law

Authorizes the Kansas Attorney General to investigate violations, subpoena witnesses and evidence, and impose civil penalties up to $50,000 per violation, with each drug package constituting a separate violation

Establishes the Defense of Drug Delivery Fund in the state treasury to receive collected fines and fund administration of the act

Grants the State Board of Pharmacy authority to investigate complaints and impose discipline, suspension, or revocation of registrations or permits for violators
