Creates new definition of "lobbying client" as any person or entity that employs or retains another for compensation to conduct lobbying activities; for coalitions or associations, the client is the organization itself rather than individual members

Raises the compensation threshold for lobbyist registration from $1,000 in aggregate expenditures to $5,000 in financial compensation received for lobbying activities in a calendar year

Redefines "lobbying" to specifically mean oral or written communications made on behalf of a lobbying client to legislators, the governor, executive agency heads, or judicial agencies regarding legislation or administrative matters

Adds new exemptions from lobbying definition including: communications by public officials acting in official capacity, media representatives gathering news, public testimony before committees, responses to government requests for information, and administrative requests that don't attempt to influence official action

Amends K.S.A. 46-222 and 46-225 and takes effect upon publication in the statute book
