Requires the Kansas Supreme Court Nominating Commission to make all records open and subject to public disclosure, including names and cities of residence of people nominated to serve on the commission or as chair

Prohibits the commission or Kansas Supreme Court from adopting rules that would block disclosure of commission records, notwithstanding existing open records act exceptions under K.S.A. 45-221(a)(1)

Limits closed or executive meetings to only one purpose: discussing sensitive financial information from personal financial records or official background checks of judicial nomination candidates

Allows the commission to close only background check information or sensitive financial information of applicants or nominees for judicial office

Takes effect upon publication in the Kansas Register and amends K.S.A. 20-123
