Municipalities applying for water distribution or supply grants must demonstrate a minimum 25-year water supply is available, unless the application is for a new water source that will extend supply beyond 25 years

Grants are prohibited for addressing issues related to water rights impaired by another water right

Applications will be prioritized using a 0-5 scoring matrix across seven categories: public health impact, responsible resource management, long-term population trends, additional funding sources, economic impact, regional cooperation, and extreme weather resiliency

At least 50% of annual technical assistance funds must be awarded to municipalities with fewer than 8,000 residents; municipalities over 50,000 residents must demonstrate public health threats or disproportionate burden on low-income populations to qualify

Applications are due annually by September 15, with grants subject to revocation for non-acceptance within 45 days, lack of substantial performance, fraud, insufficient funding, or inability to complete the project
