Prohibits the addition of fluoride to public water supply systems in Kansas by striking all existing fluoridation provisions from state law

Removes the existing local referendum process that allowed water districts to fluoridate after public notice, petition procedures, and voter approval

Adds new definition of "water quality additive" limited to chemicals used for meeting drinking water standards, preventing/removing contaminants, or improving water quality (explicitly excluding fluoride)

Makes it a prohibited act to use any additive in a public water supply system that is not a water quality additive

Takes effect upon publication in the statute book and amends K.S.A. 19-3521a, 65-162a, 65-171m, and K.S.A. 2025 Supp. 65-171r
