Designates the Great Plains Transportation Museum in Wichita as the official site of the Kansas Railroad Hall of Fame to recognize individuals who contributed to Kansas railroad development and heritage.

Establishes a 7-member Kansas Railroad Hall of Fame Selection Committee composed of the museum's executive director, the state historical society executive director, two museum board representatives, one railroad industry representative, and two public members with railroad industry experience.

Committee members are appointed by the governor for 2-4 year terms, serve without compensation (except expense reimbursement), and may not serve more than two consecutive terms.

Committee may annually select individuals for induction who worked in Kansas railroads, railroad manufacturing, or otherwise contributed significantly to rail service or heritage preservation in the state.

Committee is authorized to accept donations and charge fees for induction ceremonies, establish a website, provide indoor and outdoor displays, and enter contracts with public or private entities to fulfill its duties.
