Reduces the Kansas Fire Service Training Commission from 12 members to 12 members with a restructured composition: 8 governor-appointed members nominated by fire service organizations, plus 4 ex-officio members (State Fire Marshal, State Forester, KU vice provost overseeing fire training, and EMS Board executive director or their designees)

Requires all appointed commission members to be Kansas residents and specifies representation for full-time/part-time firefighters, volunteer/paid-per-call firefighters, fire chiefs from both professional and volunteer departments, and fire training educators

Changes member terms from an initial two-year term followed by four-year terms to a standard four-year term for all governor-appointed members

Eliminates mileage, tolls, and parking reimbursement for commission members; non-state employees attending meetings will instead be compensated under K.S.A. 75-3223(e)

Adds provisions clarifying chairperson duties (presiding over meetings, signing documents, representing the commission) and procedures when both chairperson and vice chairperson are absent from meetings
