Mandates that all wholesale transactions of cigarettes, electronic cigarettes, smokeless tobacco, and roll-your-own tobacco occur only between parties holding valid Kansas licenses, with verification required before completing any transaction

Adds "electronic cigarette manufacturer" as a new defined license category under the Kansas Cigarette and Tobacco Products Act, with out-of-state manufacturers required to appoint the Secretary of State as their agent for service of process

Requires the Kansas Department of Revenue to publish and monthly update a list of active licensees, including a separate list of suspended or revoked licenses with dates of suspension and anticipated reinstatement
