Establishes an intercity passenger rail service program to connect Kansas by rail to other Midwest Interstate Passenger Rail Commission member states and the national passenger rail network

Requires annual transfers of $5,000,000 to the passenger rail service revolving fund from July 1, 2027 through July 1, 2030 (total of $20 million over four years)

Authorizes the Secretary of Transportation to enter into agreements with Amtrak, other rail operators, local jurisdictions, and other states for cost-sharing, operating subsidies, and joint-power arrangements

Permits loans and grants to passenger rail service providers for infrastructure improvements including main lines, stations, intermodal yards, locomotives, rolling stock, and highway grade separations

Amends K.S.A. 75-5089 to codify the passenger rail service revolving fund in the state treasury, with investment income retained in the fund
